City Administrator & City Secretary
The City Administrator's office handles the general administration, finances and day to day operations of the City and executes the policies and objectives of the City Council. The office of the City Secretary handles records management, keeps the minutes, and maintains all official City records, including ordinances, resolutions, contracts, easements, deeds, and publishes and posts legal notices; monitors the terms and attendance of all Boards of the City, and coordinates municipal elections. Sabra Davis is the City Administrator and Secretary for Bartlett. She holds a bachelors degree and is a certified member of the Texas Municipal Clerks Association.
The City of Bartlett provides full service utilities to the citizens of Bartlett to include: electricity, water, wastewater, and solid waste collection. Dewey Watson is the Utility Clerk and would be happy to assist in any questions, concerns, or changes that need to be made to your account. All utility bills are due by the 15th of every month before becoming delinquent, and will have an additional 10 day grace period before being disconnected. The City of Bartlett is committed to the citizens' best interest at all times, if payment cannot be made by the 15th of each month, or within the grace period, please contact Dewey ahead of time to make arrangements to avoid any additional penalties and fees and disconnection.
The City of Bartlett Police Department is committed to the safety and service of their community. The Bartlett Police Department is overseen and ran by Chief of Police Markus Holt. The Bartlett Police Department consists of the Chief Holt, Corporal Steaven Hernandez, and two full time police officers: Officer Errod Clayton and Officer Tanner Schwake.

Judge Scott Matthew presides over the Bartlett Municipal Court, which is held the 3rd Tuesday of every month at Bartlett City Hall. Doors open at 5p.m. and court starts at 5:30p.m. If you were issued a citation from a Bartlett police officer, you are scheduled to appear on a specific date and time, located on your citation. If payment arrangements are made before your court date, you will not have to attend your scheduled court date. The jurisdiction of the Municipal Court includes Class C Misdemeanors occurring within the territorial limits of the City of Bartlett. Most cases are criminal in nature, but Municipal Courts have limited administrative jurisdiction over certain City Ordinance violations such as animal cruelty and removal of junked vehicles. Animal Control & Code Compliance
Our Animal Control Department is headed by independent contractor David Brittain, and works to protect citizens from issues related to pets, wildlife, and livestock. Services include rabies prevention, animal bite investigation, and education on responsible pet ownership. Code Compliance is responsible for monitoring public and private property, whether commercial or residential, to ensure that there are no health or safety hazards that might endanger the public, and determining compliance with all City Ordinances. These code requirements are the minimum standards the City has adopted to protect the public's interests and eliminate hazards that could affect public safety, health, and general welfare. The Public Works Department’s primary responsibilities are to oversee and support infrastructure planning, design, and construction, as well as operating and maintaining water and wastewater plants, streets, electrical distribution, and City facilities. The Public Works Department is headed by Public Works Director Jim Trudell, who oversees 9 individuals to include Field Lead Jacob Gallegos and the public works team: Jose Jimenez, Jimmy Fletcher, Henry Walker, Leonard Hinojosa and Joe Burnett. All employees are committed to the cleanliness and efficiency of all facets of the City.
