ENGINEERING, FINANCIAL ADVISOR, AND BOND COUNSEL - REQUEST FOR QUALIFICATIONS
The City of Bartlett requests the submission of qualifications statements, which will lead to the possible award of a contract to provide services for a project involving the City’s water facilities and will be funded by Texas Water Development Board through either the Drinking Water State Revolving or Clean Water State Revolving Funds.
Consulting Services to be obtained for:

- Engineering
- Bond Counsel
Guidelines for Content of Qualification Statements
DO NOT INCLUDE COST INFORMATION with the qualification statement. Responses that include cost or pricing information will be rejected and will not be considered by the City of Bartlett.
Detailed instructions on preparation of the qualification statement must be obtained from the City of Bartlett, Adrian Flores, City Administrator at cityadmin@bartlett-tx.us or 254-527-3219. This information should be requested as soon as possible in order to allow time to prepare the document and comply with the procedures.
Submittal Deadline
Three copies of the qualifications statement must be filed with the City by: 2:00 p.m., January 6th, 2025.
Minimum Qualifications and Selection Criteria
The City of Bartlett will evaluate the proposals to determine which firm has the best qualifications.
Contract Terms and Negotiation Schedule
The consultant for Financial Advisor, Engineering Consultant, and Bond Counsel services is expected to negotiate an agreement for services that is acceptable to the City. If an acceptable contract cannot be negotiated, the City may formally end negotiations and begin negotiating with the next highest qualified person or firm.
This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Invitation for Request for Proposals (RFP) or Request for Qualifications (RFQ) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this RFP, RFQ, or any resulting contract. RFQ's are issued in accordance with Section 2254 of the Texas Government Code (Professional Services Act).
This contract is subject to the Environmental Protection Agency’s (EPA) “fair share policy”, which includes EPA-approved “fair share goals” for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms in the Construction, Supplies, Equipment, and Services procurement categories. EPA’s policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to Minority Business Enterprise and Women-Owned Business Enterprise firms. Although EPA’s policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps. The fair share goals are temporarily waived from being negotiated with EPA Region 6. Entities receiving federal financial assistance are still subject to the TWDB’s goals and may not substitute them with other agency or program goals.
